bump javadoc-plugin version, add configuration to fix build #39

This fixes an issue with the maven-javadoc-plugin on JDK 11, 12, and 13. It sounds like the fix is a combination of bumping the plugin to 3.1.0 and using JDK 11.0.3 or higher. I found some additional details related to the fix here.

Running mvn clean install previously gave me the error:
